A calling operation that works for inbound customer service in the UAE cannot simply be copied into an outbound Saudi Arabia campaign. The legal basis for marketing, opt-in rules, phone numbers and data-processing arrangements need a market-by-market review.
The first problem to solve
In the UAE, Cabinet Resolution No. 56 of 2024 regulates telemarketing and includes approval, DNCR and call-time requirements. Other Gulf markets use their own rules. AI-generated or automated marketing calls do not bypass the obligations that apply to humans.
What a useful calling workflow should do
- Identify whether each call is inbound service, a customer-requested callback or outbound marketing.
- Keep evidence of permission, suppression checks and the requested contact time.
- Confirm number authorisation and telecom routing in each destination country.
- Review recording, retention, transfer agreements and regulated-industry obligations before a pilot.
How to choose a provider without getting distracted by promises
Ask to see the exact customer journey, not just a sales demonstration. Check what happens when the caller is silent, asks for a person, uses another language or contradicts the script. If an agent will use your CRM, confirm permissions, who can export data and which activity logs your own team can review.
For a pilot, agree how many calls are in scope, which call types are excluded, who approves the answers, whether recordings are lawful and where customers can complain. Request a written report of incorrect responses as well as successful calls. Neither an impressive dashboard nor a low hourly rate can replace a reliable caller experience.
Numbers worth tracking
Monitor consent errors, complaints, opt-out processing time, caller identification and auditability of approved scripts.
An important compliance checkpoint
For UAE outbound marketing, check approvals, permitted hours, authorised numbers, Do Not Call Registry restrictions and consent requirements. Use country-specific reviews for Gulf campaigns. If callers may discuss patient records or other sensitive information, assess privacy and data transfers before giving external agents access. Do not treat this guide as legal advice.
Frequently asked question
Can we start with an imported lead database?
Not until the lawful basis and permitted contact process have been checked. A purchased list is not a substitute for required marketing permissions, screening or suppression checks.
